The Federal Motor Carrier Safety Administration (FMCSA) is rolling out Motus, a new online registration system that marks a shift toward greater verification, transparency, and compliance accountability. Announced April 29, 2026, Motus will replace both the Unified Registration System and the current FMCSA portal, creating a single platform for registration, compliance, and safety-related services. Following a phased rollout that began in December 2025, the system is expected to expand to all users in 2026 and become the primary interface for FMCSA interactions.
A Unified, Digital Registration Platform
Motus reflects a broader move toward a fully digital, end-to-end registration environment. The platform consolidates multiple processes into one system, allowing users to apply for USDOT numbers, update registration details, request reinstatements, and manage operating authority in a single location.
Features such as auto-populated fields, real-time data validation, and mobile accessibility are intended to simplify workflows, reduce administrative burden, and improve accuracy across filings.
Stronger Verification and Transparency
The most notable change is Motus’ emphasis on enhanced identity and business verification. The system introduces robust authentication requirements, using third-party providers, to confirm the legitimacy of both individuals and companies.
This includes validating critical business information—such as legal names, ownership structures and addresses—before allowing access to registration records. By requiring both new applicants and existing registrants to complete identity verification, Motus creates a more transparent system where accountability is built into every transaction.
Addressing Fraud and Improving Compliance
Motus also responds to a rise in fraud within the motor carrier industry, including identity theft, unauthorized account changes, and fraudulent registrations. The new system incorporates stronger security controls and monitoring tools to prevent unauthorized access and protect sensitive data.
These enhancements are designed to improve trust in FMCSA records while reinforcing compliance expectations. As a result, carriers and other regulated entities will need to ensure their information is accurate, current, and properly verified to maintain operating authority.
What This Means for Employers
As the FMCSA continues its phased rollout, employers should prepare for a more rigorous, data-driven registration process in which compliance depends on accurate records, verified identities, and full use of digital systems. Proactively reviewing registration data, confirming authorized users, and staying informed about updates can help minimize disruptions and ensure a smooth transition to Motus.
